In your own words, describe this SCP. (100 words minimum)
SCP-100-ZP, or "Blackbird", is a loyal bird anomaly that is devoted to the foundation site command. It has a few minor anomalous abilities, such as ability to speak, read, and use its built in foundation communications, despite having unknown origins. Rather than acting as a dangerous scp, Blackbird mainly serves the foundation by roleplaying, relaying information, escorting personnel, and assisting site command when requested. SCP-100-ZP has level 5 access but no command authority. It cannot order personnel around and instead acts as a messenger or assistant or a scout. Blackbird doesent require to breach but during breaches it remains loyal to the Foundation, refusing to cooperate with the Chaos Insurgency under any circumstances. If captured, it will attempt to escape and will never tell any information. Blackbird reports information only through the established chain of command.

How is the SCP maintained?
SCP-100-ZP requires no maintenance. If needed be it could be requested by foundation command, and it will return to the site director's office or leave an area without resistance.
How does this SCP breach? What are their procedures?
SCP-100-ZP is not a hostile SCP and does not perform standard breaches. During Foundation emergencies it continues serving the Foundation, reporting information only to the Site Director. If the Site Director is unavailable, it reports to the Assistant Site Director, and if they are unavailable, another Level 5 of its choosing. If ordered by Site Command, it may assist Foundation personnel. Should the Chaos Insurgency capture it, SCP-100-ZP will refuse to cooperate and instead attempt to escape at every opportunity.
How does this SCP be recontained?
SCP-100-ZP is recontained simply by telling it to return to the Site Director office or leave the area.
Can this SCP be terminated? If yes, how so?
Yes. Any conventional weapons will work or just physical attacks.
