Born deep in the North Carolinian woods, Franklin Horrigan was given everything a child could ever need. With a stable home, food, shelter, and a loving family, Horrigan attended a local private school, where he displayed his desire to follow in his father's footsteps and enter law enforcement. Through intensive athletic participation, excellent grades, and presentation of proper Americanism, Horrigan exceeded expectations for any local or state departments in which he was interested. Instead, he pursued a higher education where he studied law, sociology, Chinese, and Russian.
With an exemplary resume, Franklin Horrigan applied and was accepted into the Federal Bureau of Investigations, where he still works in the Bureau's Counterintelligence Division. After seven years of exceptional service and a steady ascent up the federal ladder, Horrigan was offered a position in the Unusual Incidents Unit through recommendation. Though details were spared and the extent of the Unit largely undisclosed to Horrigan, he accepted, seeing this as an opportunity to utilize his skills for an even higher purpose. Things were good for most of his time in the Unit, though, as time went on, Horrigan observed how the Unit was largely overstepped by these so-called skippers and blue helmets, not only that it appeared that they embedded themselves into the Unit itself too. In his eyes, foreign subversives with unknown intentions had dug themselves into the Unit so it could be used as a pawn so that America itself could be overstepped and its sovereign rights ignored. Though in vain, he made much uproar like some of his colleagues and became notorious for shutting down and engaging in loud arguments with any who dared to suggest working with these organizations. However, he eventually insulted the wrong people and was promptly reassigned to the TIU as a form of punishment.

[Incidents]
- Incident File #0079, a victim of active shooter SSA `Survivor.` It resulted in several injuries and cost him his left arm, which was replaced with a rudimentary prosthesis. Later in the evening, a deal was struck between the UIU and the Foundation to exchange an advanced prosthetic for goodwill.
