Saburo had moved to America when he was younger with his family, and would soon grow up to join the FBI. Due to his race and langauges he was able to speak, he would be assigned across the world back in Japan to act as an undercover agent over there, making sure that nobody had any plans to harm the US, while keeping American gangsters under control, along with keeping the Yakuza's eyes off of American troops that may be in the area. He had also acted as an anchor point for other agents, assisting them in what they needed to get their jobs done.
During his work he would eventually mess up, slipping up so badly that when he was called to his "bosses" office in the Yakuza headquarters. He was told that he dishonoured the clan, and that he would have to atone for it. Being given a blade, he would cut off his own pinky finger. Using sleight of hand he would take back his finger and would get it reattached before it would be too late. Due to this messup he would not be able to go back to where he was, and asked to be reassigned. He was instead scolded and was turned to the TIU, stationed up in Alaska.
